When used in the Scientology sense, it means something that’s not as it should be. Something is lacking in some way. Or something isn’t there when it should be.

Examples:

Renaldo’s out hygiene caused his girlfriend to break up with him.

Margot’s car care was out and so her engine finally died.

Fertilizer is out in this garden. Nothing can grow.
