1. Stands for board technical bulletin. This is a technical (having to do with auditing or training) reference not written by L Ron Hubbard. It would have been written by a Scientology executive in one of the highest levels of the organization and approved by the Board of Directors of the Churches of Scientology. Technical references written by L Ron Hubbard are called HCOBs.
